For weeks, Gov. Rick Scott has complained about legislators shorting the state’s job-recruiting agency. Scott wanted $85 million. He got just $43 million. Over the last four years, Scott has asked for $510 million. The Legislature has allocated less than half that amount, partly because of friction with the governor and partly because there’s a belief the agency has more money than it claims.
