In reaction to The Florida Times-Union revealing Jacksonville City Council members exchanged legally questionable text messages with the leader of the firefighters’ union during a meeting last month, the council president has banned the use of cellphones during meetings and a group of citizens filed a lawsuit saying that council members violated Florida’s open government law.
