While four City Council members and the city settled a lawsuit alleging they violated sunshine and public records laws, five others rejected the settlement.
In September, the City Council rejected a budget to keep promotions for firefighters. Nine City Council members then received texts from Randy Wyse, the president of a firefighters union, and three council members changed their votes.
The Concerned Taxpayers of Duval County lawsuit alleged City Council members violated sunshine and public records laws by talking to each other through an intermediary. Some City Council members then didn’t provide the text messages when asked to do so.
